Procurement and Contract Management

Interstate 17: Anthem Way to Cordes Junction/State Route 69/General Engineer Consultant Contract was awarded to one Prime consultant and six Sub consultants. Ms. Ratney managed and negotiated Phase I of the GEC contract for $2,148,152.00. The contract was executed on 28 April 2020
Anthem Way TI to Black Canyon City TI (MP 245): The Recommended Build Alternative includes adding a lane in both directions, widening the northbound roadway toward the median side and widening the southbound roadway toward the median in some segments and toward the outside in other segments.

Black Canyon City TI to Sunset Point TI: The Recommended Build Alternative includes constructing two flex lanes next to but separated from the southbound roadway by a concrete barrier. The flex lanes would be open to either northbound or southbound traffic depending on the peak traffic direction. Access to the flex lanes would be controlled by gates or a similar mechanism.

Final Design, SR 260, Lions Springs, MP 256.2 to MP 260.1 Widening from two (2) lanes to four (4) lanes divide Highway. This Phase I Final Design contract was awarded to one Prime consultant, six Sub consultants, and four 2nd tier Sub consultants. Ms. Ratney managed and negotiated the contract for $4,046,256.00. The contracted was executed on 28 May 2020
This project begins at the 5-lane section of SR260 in Star Valley and continues east to the Preacher Canyon section that was previously completed. It will provide a transition from the existing five-lane undivided highway on the west end (approximate MP 256.2) to a four-lane divided section with a variable width median (approximate MP 258 to 260.1). This is based upon the recommended alternative from the May 2000 Location/Design Concept Report (LDCR) for the SR260 corridor from Payson to Heber.

On-call Right of Way Plans, Surveys, and Monumentation Services
Ms. Ratney managed, negotiated, and awarded this contract to one Prime consultant and one Sub consultant. Each Task Order Not to Exceed $500,000.00

Firms shall perform a field survey and produce a Results of Survey Drawing which will be utilized in the development of the Right of Way Plans. Depending on project-specific instructions outlined in the project scope in this scope, the Survey will conform to any/all applicable portions of the “ADOT Right of Way Survey & RIGHT OF WAY Plans Preparation Process” document dated August 2007, approved by the Arizona State Board of Technical Registration and adopted by the ADOT Right of Way Plans. The field survey shall consist of the location of designated Section Corners, Quarter Corners including the Center Quarter Corner, and other monuments set by the Survey of the Public Lands.

State Route 347 - Smith Enke to Edison Road
Mini-Qualification Based Selection Contract. Project:T0221 01D. Ms. Ratney facilitated the selection of this contract for $81,848.00

Install 1,425 linear feet of sidewalk on the east side and adjacent to State Route 347. Project begins north of Edison Road to connect an existing network of sidewalks to just south of Smith Enke Road within existing right-of-way. The sidewalk will be continuous with the exception of three existing driveways. The driveways have existing ADA ramps and striped crosswalks. Signals, ped buttons, and ADA ramps should all be up to current standards within the project limits.

Road Safety Assessment - SR 202 Westbound/Mile Post 0-3
Mini Qualification Based Selection Contract. Project: F0260 01X. Ms. Ratney facilitated the selection of this contract for $36,061.00 on 29 January 2020

Road Safety Assessment (RSA) is a formal safety performance examination of an existing or future road or intersection by an independent multidisciplinary team. It qualitatively estimates and reports on potential road safety issues and identifies opportunities to eliminate or mitigate concerns. The RSA team studies the location from a variety of perspectives, uncovering road safety issues and identifying opportunities for safety improvements. This RSA location is a 3 mile stretch of SR 202 WB through the City of Phoenix with on/off ramps which includes an off-ramp that services both 1-10 EB and SR 51. At the MP 1.0 location, the SR 202 narrows down from 3 general purpose lanes down to two with a separate flyover for the WB HOV lane.

Mini Qualification Based Selection Contract. Projects: F0260 01X & F0311 01X - Group A. Ms. Ratney facilitated the selection of this contract for $75,587.00 on 2 July 2020

A Road Safety Assessment (RSA) is a formal safety performance examination of an existing or future road or intersection by an independent multidisciplinary team. It qualitatively estimates and reports on potential road safety issues and identifies opportunities to eliminate or mitigate concerns. The RSA team studies the location from a variety of perspectives, uncovering road safety issues and identifying opportunities for safety improvements. This RSA project will include Group A within Maricopa County. The work includes evaluation of possible low-cost safety countermeasures to improve safety and capacity. FHWA Road Safety Audit Guidelines in conducting RSA should be used.

ADOT Bottleneck Removal Safety Projects - Group B
Mini-Qualification Based Selection Contract. Projects:F0260 01X & F0311 01X - Group B. Ms. Ratney facilitated the selection of this contract on 2 July 2020 for $78,531.00

Group B includes: 1. I-10 EB from the I-17 split to SR 51 with three general purpose lanes, one HOV lane, and one trap lane. This segment has multiple on ramps with two curved areas. One off ramp feeds sky Harbor Airport.
2. I-10 WB from 3rd Street to SR 51 TI with one HOV lane, two trap lanes, and up to five general purpose lanes where two lanes turn into trap lanes and on drop lane out of deck park tunnel. This segment has multiple on/off ramps with two curved areas. 3. I-10 from SR 51 TI to 3rd Street with one HOV lane, two trap lanes, up to four general purpose lanes, and multiple trap lanes and one drop lane off SR 51 and SR 202. 4. SR 202 EB from SR 51 TI to Van Buren Street with up to four general purpose lanes, one HOV lane, and multiple trap lanes. This section of SR 202 can also feed by SR 51 SB, I-10 EB/WB, and SR 143 NB which in turn feeds the freeway systems.

ADOT Bottleneck Removal Safety Projects - Group C
Mini Qualification Based Selection Contract. Projects: F0260 01X & F0311 01X - Group C. Ms. Ratney facilitated the selection of this contract on 14 July 2020 for $86,836.00

Group C includes:
1. I-17 SB from Adam Street to the I-17 split with three general purpose lanes, one HOV lane, and one trap lane. This segment has multiple on/off ramps with two curved areas. 2. I-17 NB from McDowell Road to Indian School Road with three general purpose lanes, one HOV lane, and one trap lane. This segment has multiple on/off ramps with 2 curved areas. This section of I-17 is fed by traffic from I-10 heading NB on I-17. 3. I-10 WB from 3rd Avenue to I-17 TI with four general purpose lanes, one HOV lane, multiple trap lanes, and one drop lane coming out of the deck park tunnel. This segment has multiple on/off ramps with two curved areas. This section of I-10 can also feed the NB/SB I-17.

ADOT Bottleneck Removal Safety Projects - Group D
Mini Qualification Based Selection Contract. Project: F0260 01X & F0311 01X - Group D. Ms. Ratney facilitated the selection of this contract on 10 July 2020 for $78,197.32

Group D includes: • SR 101: a. Northbound SR 101 from US 60 TI to SR 202 TI with up to five general purpose lane, one HOV lane, and multiple trap lanes with multiple on/off ramps. This part of SR 101 can feed both SR 202 EB and WB. b. Southbound SR 101 from SR 202 TI to US 60 with up to five general lanes, one HOV lane, and multiple drop lanes along with multiple on/off ramps. This part of SR 101 is fed by both SR 202 EB and WB.

• US 60: a. Eastbound US 60 from I-10 to SR 101 with up to four general purpose lanes, one HOV lane, and multiple trap lanes, and multiple on/off ramps. There is also on drop lane toward east of the segment. This part of US 60 is fed by both SR 101 NB/Sb and I-10 EB/WB. b. Westbound US 60 from Alma School Road to I-10 with up to four general purpose lanes, one HOV lane, multiple trap lanes, and multiple on/off ramps and one drop lane toward east end of the segment. This part of US 60 is fed by both SR 101 NB/SB and I-10 EB/WB.

Transwestern Road - Cosnino Road, Northcentral District. Install 20 variable speed limit signs and operations equipment on I-40 between MP 186 and MP 206.
Mini-Qualification Based Selection Contract. Project:F0281 01D. Ms. Ratney facilitated the selection of this contract on 2 July 2020 for $431,341.00

SOW: to include survey, meetings, scoping documents, schedule, environmental review & clearance, right of way review & clearance, utility review & clearance, construction plans with MOT, specificatios and estimate.

US 93 @ Pierce Ferry Road Intersection
Mini Qualification Based Selection Contract. Project: T0230 01L. Ms. Ratney facilitated the selection of this contract on 23 March 2020 for $119,443.00

Evaluate the merits of a grade-separated structure along with other alternative improvements considering all impacts, to include right of way and utility impacts, environmental considerations, community impact, and road user impacts. SOW: Prepare Feasibility Report with intersection layout alternatives at US 93 and Pierce Ferry Road.

MP 268.1 0 MP 278, North of Pine, Northcentral District. Final Design.
Mini Qualification Based Selection Contract. Project: H8508 01D. Ms. Ratney facilitated the selection of this contract on 12 June 2020 for $290,538.00

SOW: constructing shoulder widening, rumble strips, horizontal curve warning signs, guardrails installation, and other safety elements along SR87 between MP 281.1 and MP 287.

E. Kingman Traffic Interchange, Overpass Westbound Bridge
Mini-Qualification Based Selection Contract. Project:F0295 01L. Ms. Ratney facilitated the selection of this contract on 31 March 2020 for $73,859.00

The existing Eastbound Kingman TI OP WB bridge (Structure No. 01358) is a two-span cast-in-place conventionally reinforced concrete box girder bridge built in 1969 that carries Interstate 40 (I-40) traffic over State Route 66 (SR66) or East Andy Devine Avenue at I-40 milepost 53.55. The bridge is skewed right with respect to SR66 centerline with span lengths of 104’-6”, 102’-6” and a total bridge length of 212’-9 ¾”. SOW: The latest bridge inspection report has the bridge deck rated at 5 (fair). Recommendations to repair the deck potholes were also noted in the bridge inspection report. The scope of work is to develop a Project Assessment Report that evaluates alternatives to rehabilitate or replace the bridge deck. The alternatives would take into consideration the management of existing traffic during construction.

Five Mile Wash and Little CO Bridges
Mini Qualification Based Selection Contract. Project: F0313 01L. Ms. Ratney facilitated the selection of this contract on 30 June 2020 for $126,855.00

This is the study phase of a bridge rehabilitation/replacement project on US180 east of Holbrook, AZ. Five Mile Wash Bridge is a 2-span reinforced concrete girder bridge on spread footings. Little CO Bridge crosses the Little Colorado River which hasephemeral flows. It is a 3-span steel girder structure on steel piles. The design consultant shall lead project development to achieve a quality project on a timely delivery schedule. The scope of work includes:
•Review record drawings and inspection reports
•Alternatives analysis and recommendation
•Development of a Project Assessment that includes preliminary hydraulic analysis, preliminary geotech analysis, anenvironmental overview, access to the work area, construction phasing and traffic control recommendations, work elements and a scoping cost estimate.
•Draft Initial PA to be reviewed by ADOT Bridge Group, Initial PA to be reviewed by ADOT technical groups, and Final PA
•Conduct management and administrative tasks including coordination, meetings, schedule updates, commentresponses, etc.

Comoro Canyon Bridge.
Mini Qualification Based Selection Contract. Project: F0301 01D. Ms. Ratney facilitated the selection of this contract on 6 June 2020 for $294,375.00

The scope of work includes developing a Scoping Letter and preparing Final PS&E documents. The scoping document will evaluate alternatives to what type of overlay is best suitable to rehabilitate the bridge deck and other recommendations for preventative maintenance to preserve the bridge. The recommendations will also evaluate impacts to the approach roadway, guardrail, and bridge barrier. The recommended action will take into consideration the management of existing traffic during construction. Alternative overlay systems in the Scoping Letter will be evaluated and a recommendation will be made for final design.
Additional items in the scope are as follows:
– Conduct field survey and review record drawings in addition to other available data
– Perform standard tasks and documentation necessary for ADOT to issue Environmental, Right-of-Way, & Utility Clearances
– Secure NEPA approval
– Evaluate the need for any Temporary Construction Easements
– Assist ADOT Communications staff with technical information required for keeping the public informed
– All administrative tasks including coordinating meetings, schedule updates, and comment responses
