  • Qualifications-Based Selection (QBS) is a procurement process established by the United States Congress as a part of the Brooks Act (Public Law 92-582; see also 40 USC §1101 et seq.) and further developed as a process for federal, state, and local public agencies to use for the selection of architectural and engineering services for public construction projects. It is a competitive contract procurement process whereby consulting firms submit qualifications to a procuring entity that evaluates and selects the most qualified firm, and then contracts, project scope of work, schedule, budget, and consultant fee are negotiated based on proven expertise and qualifications.

Responsibilities

• Facilitated the mini-QBSs process. Planed and managed all contractual aspects of an SOI project, including schedules and selection process for ongoing and newly planned SOIs;

• Successfully collaborated with professional engineers to ensure technical language and the evaluation criteria were clear and concise before advertising SOI Requests on ADOT’s webpage. These well-written documents give engineering firms sufficient information to prepare and submit quality proposals and reduce the number of SOI amendments posted by 70% in the fiscal year 2020. Keeping the procurement schedule on Track, maintaining sourcing efficiencies, and reducing the cost associated with sourcing and project delays;

• Met with managers to discuss the selection process, informing of potential biases, issues, or challenges that have occurred before the final approval of engineering firm(s) for SOI projects—developing ways to respond immediately if such issues arise during future meetings.

• Efficiently communicated with winning firm(s) about awards and formerly informed of next steps in the post-award process;

• Analytically reviewed panel scoring/comment when preparing each participating firm’s debrief that detailed the evaluator’s comments and average scores of the firm’s submitted proposal. Ensuring debriefs are Grammarly correct and remove any biased comments before formerly providing each participating firm their respective debrief. Firms have confirmed these debriefs help firms prepare more skillful technically written proposals for upcoming projects. Debriefs also help the agency select the most qualified firm to complete the projects on time and within budget.

Contract Administration

• Proficiently analyzed contract modification requests—reviewed and calculated cost proposals to ensure costs align with the project scope and resolve contractual issues in the right manner by all stakeholders per state and federal regulations;

• Developed and maintained strong relationships with firms to ensure communication lines were open and robust, ensuring firms respond to requests, enabling me to process modifications on schedule;
