In recent years, there has been extraordinary investment in African youth leadership and employment in critical spheres from entrepreneurship to the media. But creating and supporting opportunities for top talent in public service has been overlooked and underinvested. Yet a strong, effective civil service is essential to leveraging other innovative developmental efforts — and is “the secret sauce” in a country’s ability to deliver services to its people, scale innovation and ensure inclusive growth and good governance. So what are the opportunities, challenges and deficits in building civil service capacity in Africa? How can government recruit and support top talent? And why is investing now so important?
